FAQs.

What is PPN 026?

PPN 026 is the Cabinet Office's new Social Value Model for central government procurement, published on 5 August 2026. It applies to contracts of £1m and above commencing from 1 January 2027, focuses scoring on good jobs and skills, and sets minimum social value weightings of 10% (up to £5m) and 20% (£5m and above).

How much is social value worth in a public sector tender?

Under PPN 026, central government must give social value at least 10% of the total score on contracts from £1m to £5m, and at least 20% on contracts of £5m and above. Other public bodies set their own weightings, commonly between 10% and 20%.

Does PPN 026 apply to local authorities and the NHS?

No. PPN 026 applies to central government departments, their executive agencies and non-departmental public bodies. Local authorities, the NHS and other contracting authorities consider social value under the Procurement Act 2023 and their own policies, so the approach required depends on the buyer.

What is the TOMs framework?

The Themes, Outcomes and Measures (TOMs) framework is a standardised approach to measuring and reporting social value, developed by the Social Value Portal. It assigns proxy financial values to activities such as local employment, apprenticeships and community investment, and is widely used by local authorities and suppliers to set and report social value commitments.

How does the Procurement Act 2023 change social value requirements?

The Procurement Act 2023, in force since February 2025, requires contracting authorities to consider how procurements can deliver wider public benefit, including social value. Contracts are awarded on the "most advantageous tender" rather than the "most economically advantageous", giving authorities more scope to weight social value alongside price and quality.

Can SMEs compete on social value against larger suppliers?

Yes. Evaluators assess the quality and credibility of commitments relative to the contract, not the size of the company. Specific, local and well-evidenced commitments from a smaller supplier can score highly against larger competitors. We help SMEs develop proportionate, deliverable offers.
